I'm going to convene the Austin housing finance corporation meeting here on October 13, 2022. We're in the city council [11:38:10 AM] chambers. There is a quorum of the directors present. Let's call public speakers. Ms. Joseph, come up and speak to us. >> Thank you. I signed up for item 3, which is the Ryan drive project, and I just wanted to make brief comments. In general I am opposed to you -- to the density. I want you to recognize that knot of U.S. 183 you tend to put over a hin permanent supportive housing units there, whereas south the average is about 50. So I believe the Ryan project is a good one, but I would ask council member pool to recognize specifically that espera rutlin has 171 units. [11:39:11 AM] That's en route 240 -- which was eliminated. Where you have robust transit, you have fewer permanent supportive housing units and so the Ryan project is indicative of that and I want you to recognize it's discriminatory, violates tit L 6. While it's mixed development it is nowhere near the amount of density you have north of U.S. 183. So I would ask district four representative to recognize the need to have an equitable system and to look also where you have high land village. That's 80 per cent median income. So specifically for Ryan drive -- again, I appreciate that some low income individuals will be able to live there. But African-Americans in particular don't average 80 per [11:40:12 AM] cent area median income. They average about 60 per cent median income, less than $50,000 and the hispanics are in that category too and so I would ask you to recognize that you are creating concentrations of poverty in northeast Austin. That's why I'm opposed to this item. If you have any questions I'll gladly answer them at this time. >> Mayor Adler: Thank you. While we're in this meeting can you take us to the consent agenda quickly. >> Yes. My name is James may. I'm housing and planning -- housing and community development officer. In your consent agenda you have four action items. The first is amendment to the certificate of formation and bylaws for the non-profit controlling the labor development. The second is creation of the ahfc to control the property at [11:41:15 AM] 6909 Ryan drive and final two items are to set public hearings for issuance of bonds. We are suggesting that these public hearings be set for October -- sorry. Yes, October 27th. I'd be happy to answer any questions. >> Alter: I'm happy to see that it can increase by some units. Can you explain why they're able to do that. >> It is a shift in the development. We can get more specific details for you shortly. However, it's -- as the development developed out and we're able to acquire more property nearby we were able to add more units. >> Alter: It's a question of adding more property. >> It was an acquisition.
