Ah but you know, today is the day that two billion ah, folks. 50 billion muslims around the world are observing the final days of Ramadan. And that includes tens of thousands of muslims here in central Texas. Ramadan is a month of fasting, prayer and reflection. It's a time for us to bring ourselves closer to god and cultivate compassion for our neighbors, who are less fortunate. And one of the keystone communities for muslims in central Texas is right here in Austin, and that's noises mask in west campus. It's the oldest mosque in Austin and has served as a nexus of faith and community for thousands of residents and visitors since 1977 1 of the first things I did as a as a U T student was go to noises mosque. council. I'm joined today by cami Kelly from mothers against drunk driving, or add. Tomorrow April 21st is power talk 21 day , an annual day to encourage parents and caregivers to initiate conversations with their kids about their decisions around drinking alcohol and using other drugs. This year. Power talk 21 day has special significance for me. I'm a mom and my son will be going to senior prom this weekend. I recently read in the news about how teen traffic fatalities increased during prom and graduation season, and I can only imagine what it's like to hug your child for the last time when they head out to a celebration or milestone, such as prom. We have been having these conversations. We will be having them, this weekend as well, having honest conversations with our kids can be difficult. But as a parent, I know that they are necessary. Studies show that these conversations can help prevent drug and alcohol abuse. These

conversations also let our kids know that they can come to us if they need help. So if you're a parent, a grandparent, a foster parent, step parent, other sibling and or uncle or family friend to a teenager. I encourage you to visit mad .org for resources to help initiate a conversation about drug and alcohol safety. I will now read a proclamation. And I'm gonna show the proclamation here, whereas the city of Austin recognizes the importance of parents talking with their teens about alcohol and other drugs in order to reduce the risks and dangers posed to teens and communities. And whereas high school students who used alcohol or other substances are five times more likely to drop out of school or believe good grades are not important. And whereas 27% of middle school students try alcohol before graduating from eighth grade, significantly increasing the risk that they will develop alcohol problems later in life, and whereas

underage drinking contributes to more than 4300 deaths among people below the age of 21 in the U. S each year and whereas the majority of kids say their parents are the primary influence when it comes to decisions about drinking alcohol and whereas power talk 21 started by mothers against drunk driving add in 2011 is established to encourage parents and caregivers to embrace their important role in influencing America's youth and their decisions about drinking alcohol and using other drugs. And whereas in 2023 mad encourages parents to use power talk 21 as part of power of parents program to create a sustained and prolonged conversation. About underage drinking and other drugs among middle school and high school students. And whereas to equip parents to talk with their teens about alcohol mad Austin on April 1st through may, 31st will strive to give parents the tools to effectively talk to their children about alcohol and other drugs to

policymakers, nonprofit partners and representatives from a P D. The county and the D a S office . I have my colleagues. Mayor pro tem Ellis council member Fuentes council member qadri. Who are also up here with us today. We have a lot of people here. And this is a really good example of how far reaching the impacts of sexual assault are in our community. I would venture that each of us came to this work for different reasons. However everyone here has either personally experienced or know someone who has experienced sexual violence. Some of us have reported or helped others to report on an assault. Many in our group have re told their stories over and over. Still more of us may have chosen not to report an assault, fearing stigma, retaliation or simply that we wouldn't be believed. Personally I first came to this work as a mother after hearing from some brave survivors who came forward to share their

experiences seeking justice and healing and the frustrations that they had I imagine my own daughter trying to navigate these systems. Since then, I've worked with survivors to reform Austin sexual assault response system through budget increases for victim services trauma, informed training for a P D improvements to Austin's DNA testing and collection, policy changes and improved data analysis. The changes we have set in motion and the investments we were hard fought. Several women bravely told their stories over and over. Some of those standing here sued the city we pushed and we advocated at every turn. As part of this effort, we commissioned a third party evaluation of the way sexual assaults are investigated and processed in Austin. The final report was released in November by the police executive research forum, and the per report provides a roadmap to further improve these systems to be more survivor focused. For the first time in a long while. I'm pleased that the people who

need to be at the table to make systemic change are there. They're working together to create the ecosystem of sexual assault that survivors deserve pursuing a collaborative effort with a shared goal to deliver healing and justice. I want to thank the brave survivors who came forward and relive their traumas so that the others so that others might not have to and to the advocates who supported them. As a community. We could not have come this far without you. As we move forward , let us remember that we began this process with a very simple idea. No one deserves to experience, sexual assault. And when sexual assault does happen in our community survivors deserve access to healing and justice. You'll hear more from safe Austin in a minute. But if you're a survivor of sexual violence or childhood sexual abuse, there is help available visit safe Austin .org. I believe that if we persist and collaborate Austin can become a model for other cities seeking to improve their sexual assault

response systems and ending sexual violence in the first place. I will now read a proclamation. Be it known that whereas one in three women and one in four men will experience some form of sexual assault in their lifetime, and whereas sexual assault awareness and prevention month draws attention to the fact that sexual violence is widespread and has implications for every community member and whereas sexual violence and abuse are linked to systems of oppression, such as racism, sexism, classism, hetero , sexism, ageism and able ism. And whereas the 2023 sexual assault awareness and prevention month campaign is drying connections, prevention demands equity and the campaign calls on individuals, communities, organizations and institutions to stand against sexual violence. And the systems of oppression that enable it and whereas all communities have a

This week is a time where we recognize the critical need for care and resources for those who have experienced injustices, violence and abuse. Rehabilitation is often overlooked when we think of how to build a thriving society, but the truth is, if we want to create a safe community, we have to lead with empathy. Survivors of crime don't just need but deserved services and safe

spaces to heal and a dignified manner. Which is why I'm so proud that Austin city council is the first city in Texas to bring a trauma recovery center to our city and later today, Travis county will also be considering funding a trauma. Recovery city charmer recovery center alongside us it is up to us are advocates the city and the county to work together to build a community that cares about our most vulnerable victims. And I, for one, couldn't think of a better group of passionate community members to work alongside with. I want to give a special thank you to terra tucker, Clarence Watson with the crime survivors for safety and justice and alliance for safety and justice for being here with us today, they were strong leaders in bringing the trauma recovery center. First of all off, we will hear the consent agenda we will hear from the consent agenda speakers both virtually and in person. And we will then go to consent vote with brief comments from members. At that point, we will take up the non consent items referred from council committees. With eminent domain items. Public hearing items, which is item number 47. We will close the public hearing and

I remember three on your agenda authorized the entire 2022 23 budget for energy efficiency rebates in an aggregate for multi family and commercial. Programs. The last time I was here. I came to speak because an individual overseeing the these budgets is Austin energy. Couldn't spend the budget and tried to tell you that there was nothing more that could be done and energy efficiency and multi family. Your director to Austin energy was to do more to encourage these property owners to participate. They listened. I was three years ago. Austin energy has streamlined. Before the water gets into the aquifer and modeling suggests this project may be able to recharge more than 100 million gallons per year. I know we're going to have a lot of a major contracts coming out from the airport. I think $4 billion total expansion somewhere around that that that level and I just wanted to make sure there are some in discussions with some worker and advocates. I just wanted to make sure that the wage and safety protections apply to all of the airport contracts that are being issued. And so agenda item number nine just serves as a as a kind of a good example. Could you walk us through some of the or the list of worker safety and

We are very proud of the extent of worker safety and compensation and worker development requirements in city contracts with particularly reference to our construction capital improvement project contracts, specifically, some of the areas of requirements that we include , of course, complies with all state and local federal wage and hour laws. We also require compliance. In addition to prevailing wages, we also require compliance with the city's living wage, which currently stands at $20 an hour. We in for health and safety requirements. We require that all, workers received personal protective equipment free of charge. We also require the 10 hour, osha approved construction

worker safety classes for all construction workers on the project. Additionally require 30 hours of osha approved construction workers safety for all supervisors on the project. As far as, standard benefit requirement. We, of course, require workers compensation insurance coverage for all workers on the site, for worker development skills training. We require participation in, and, deal well registered apprenticeship program. That reasonable efforts be made for up to 30% of the projects workforce. We also require for compliance signage be available in both English and Spanish and in the list goes on. So we feel like we have a very comprehensive set of requirements that address these particular areas of concern. They applied to like I said, all of our construction projects. In addition to, a number of other

project contracts that city performs, so we're available to answer project specific questions. We have representatives from aviation here, as well as staff that are associated with this contract from, financial services department. Great and so those, protections would apply not to do this contract, which every, capital improvement contract that the airport will be issuing knowledge? Yes, sir. And so the and I think the area of concern is that there may be some situations where someone leasing a third party, you know, private company leasing the airport space and doing some remodeling work. Ah and again, I know that you all may not be prepared to answer that question in detail today, but that was also raised as a concern that there may be some contracts that are slipping through the cracks. So to say in terms of ensuring those you know, worker safety and in wage protections. Are you aware of those distinctions? At this time

My wife does worker's compensation and I've just seen too many cases and heard too many cases where someone you know seriously injured through a fall, you know, lose a finger. And you know, everybody is just kind of not my problem. Not my problem, not my problem, and you know, there's you know, really lifetime impact and no medical

And I know that Texas is one of the few states it does not have Humana Torrey workers' compensation and so any any space that we have, I think to make sure that workers compensation insurance is applicable to especially construction workers. I think we've got to take that. And I would say even even I've seen a lot of cases with custodians and stuff like that to, you know, like picking up things and moving them around and all of a sudden something slips in the back and, you know. It's horrible. I mean, they don't sound horrible they don't see seem horrible. But in terms of that person, their ability to continue to work, and their ability to get medical treatment . It can be really devastating for the person in their family. So to the extent that that that we can mandate that on city contracts, especially for the big city contracts involving the airport I just think that we should absolutely do that, I'm have no further questions.

I met with a CM CM Bruce mills about this and of course we will continue conversations, but I just want to reiterate, you know , as we go through this multibillion dollar expansion of our airport how it expands is important that the policies that we have enacted before this expansion are held through and so to the extent that staff can take a look at as part of the airport expansion program. If some of that expansion is with Lee sees a sublease sees the tenants and they're doing remodeling work that they are covered within the policies of this council has stood behind because we want to ensure that we have, you know, in the absence of state leadership that here locally, we will continue to provide a safe working conditions and strong worker protections. They deployed dps to those hard crown Brady zip code areas when in actuality these high rated zip code areas , high corroborated zip code areas or nothing but the black and brown communities in Austin. You say dps is in seven of your non sectors, but I don't believe that what we do know is dps is driving up and down old to orf, Riverside on top elice and other majority of my name, minority neighborhoods doing nothing but stop and frisk. They also hard to sit in apartment interest is stop signs and gas stations. I have seen three or four people pulled over at the same time, all on the Riverside alone. Dps is not seen anywhere else around town, but only in the black and brown communities. The number we have as of now is that dps has pulled over more than 4000 people. It is very over, policed. Gps does not follow the same policy. That's a pd, which is dangerous. The city had put sanctuary policies in place and

the city has taken steps to end the justice and discrimination. Dps is a state agency. It does not have to abide by any of those, which is why it's dangerous. Dps is known for racial profiling. We all know what happened in Dallas, and we won't realize we made a mistake until dps kills one of our officers, citizens. I was against the defunding of our police department. I repeat, I was against the defunding of our police department. The city is growing, which means we need more officers. This week. Also police chief announcer said that the partnership with dps has dropped crowned by 31% in week two. He announced that as if it's good news but there's actually a huge embarrassment to our city. Yet alone, a huge embarrassment to the police department, the Austin police department. The fact that our own city police can't properly and effectively policed our city is sad and disappointing. We need to quickly refund our police department back. So the a

But it is still a less than optimal deal because it shouldn't because the community didn't get everything they wanted or needed. We are a work we are aware of work has been done for several weeks, and it is fortunate they were able to further improve the agreement, but it shouldn't and doesn't need to be finalized at the proverbial 11th hour. Going forward. We are urging council to slow down the process. Instead of rushing by consent with no discussion. You must protect and respect the public process encouraged developers to take time for authentic community engagement, especially in districts went through for in the eastern crescent, a rush process lacking community participation in the public process is a recipe for disaster can and will set dangerous precedents leading to gentrification and displacement. It's a great example of how collaboration in the city can lead to, you know, great, productive solutions that will make Austin a more livable.
