All at 301 west second street in Austin, Texas. If I could ask everybody to take your congratulations outside side, that will help us move more efficiently here. Recognize you for a presentation? >> Good morning, Mr. President. Madam vice president, board of directors. My name is Jamie may. I'm the housing and community development officer with the

development officer with the housing department. I'm here today to present your Austin housing finance corporation meeting agenda. You have five items on your agenda. First is the approval of the meeting minutes from July 20th. The second is the approval of the one year service agreement with the city of Austin to manage and operate approximately $112 million during fiscal year 2023, 24. Third is the approval of an authorization and execution of a loan to habitat for humanity for approximately $752,000. That would be an additional $752,000 on top of the funds that we've already invested in this property for habitat for humanity. Next, you have a $5.5 million loan to the park. The arrows park side lp. This is an Austin housing finance corporation partnership. That is a second phase development from a partnership that we recently purchased from the housing authority of Travis county and then finally, you have a request

then finally, you have a request to authorize negotiation and execution of a loan agreement for approximately $6.8 million to the grove. Supportive housing partnership. This is a partnership between dma development and safe housing alliance. This is the Sasha and I are all five of these items on consent. Any questions? >> All right. Zenobia Joseph commenting on the $112.7 million as it relates specifically to affordable housing program using federal and local funds. I appreciate Diana gray's resignation and want to call to your attention the federal register, may 17th,

the federal register, may 17th, 2021 specify an eligible use of the funds could be for housing vouchers to neighborhoods that help residents increase their economic opportunity and high levels of economic opportunity. And I want you to recognize that none of the funds that you have allocated thus far consider any high opportunity areas west of mopac. And I would ask you to do so. I would also mention, as it related to 137, that that specifically Samsung, there's 425 acre development and there is no transportation portion. So if you want to improve the economic opportunities for African Americans in particular , I would ask you to revisit the need for transportation between Samsung and apple. And so to councilmember Natasha harper-madison, it is disingenuous for you to praise project connect in your resolution on the green line on June 20th, 2017. Joe Clemens told the commissioners the green line will likely have to be locally funded. And it should be

locally funded. And it should be no secret, Todd hemingson said on April 3rd, 2018. I just want you to recognize that there is so much more that could be done for our African-American sons, the males in particular, and that they are still waiting 60 minutes for the bus in northeast Austin, ten times longer than southwest. And central Austin and dug springs hispanics. And I will lastly ask you to recall the Austin transit partnership article 13 tax matters and the solution that you are obliged to comply with section 500 and 1c3 of the internal revenue code. And so I would ask you to consider using these funds to improve the economic opportunities and to please stop segregating the city and recoded defying the 1928 plan. If you have any questions, I'll gladly answer them at this time and ask you to comply with title six assurances as you are using these federal funds, which prohibits discrimination based on race, color or national origin.
