Members I, without objection, we recessed the meeting of the Austin city council, and I call to order the board of directors meeting of the Austin housing finance corporation. It's 11:58 A.M. We are meeting in the council [11:58:13 AM] are meeting in the council chambers located at 301 west second street in Austin, Texas, at city hall. Staff, it's all yours. Go. >> Good morning, Mr. President, madam vice president and board of directors, my name is Jamie Mae. >> I'm the housing and community development officer for the housing department. Before you, you have your agenda for the Austin housing finance corporation board of directors meetings. >> There are eight items on your agenda. I'll walk you through all eight, and they will be offered on consent. First is an approval of an application for a loan from the federal home. >> I'm sorry. The federal home loan bank of Dallas, for the development at Karen point at Cameron apartments for a loan of $850,000. >> Second is a loan to Austin community foundation for the development of an accelerator fund, that provides low income or, I'm sorry, low cost loan Luz, for acquisition of affordable housing and then the following, six items are all kind of grouped together. These are contracts that were approved last year. We are renewing these contracts and coming to you to [11:59:14 AM] contracts and coming to you to amend each one to add, an annual allocation of funds. That's for the architectural barrier removal programs, both owner and renter. The go repair program, the homeowner rehabilitation program, the minor home repair program, the plumbing program, and the private wastewater lateral program. And I'm happy to offer all of these on consent members. >> Do we have any questions of staff in that case? And I'll turn to the city clerk's office, to see if we have someone signed up to speak. >> Thank you. Mayor, council. >> I'm Zenobia Joseph speaking in opposition to number one, which is the $850,000 loan for Karen point seven 205 Cameron road. I can certainly appreciate council member Harper Madison's [12:00:15 PM] council member Harper Madison's commentary on black history month, but, mayor, I would just ask you to be real about it. >> I want you to recognize that you are re codifying the 1928 city plan. I want you to understand that while this is 150 units, 20 of those units are 30% area median income and then the rest are 50 and 60% area median income. >> And while that may seem innocuous, I want you to recognize that when it's west of a of I-35 or on the metro rail lines, it's predominantly 80% area median income, which means that if you don't make $65,000, then you can't live over at the highland village. For example, you heard from Mike Gerber earlier today. I want you to recognize that on December 17th, 2020, he told the board that the reason that is, 80% area median income is because the individuals in the area didn't want to serve lower income and so I want you to recognize respectfully, and I think it's germane that project connect will segregate the city for centuries. I want you to [12:01:15 PM] centuries. I want you to understand that you are starting that light rail at height park, and the people in Cameron, Karen point will never benefit from that. Hyde park was developed exclusively for white people between 1889 and 1990 1924 by colonel Monroe Shipe. As you are aware, the city on March 12th, 2020, then, put forth $3.8 million for one acre detention pond, which killed the affordable housing there. If you continue on down to downtown, I want you to recognize that the developers have paid a fee in lieu of building affordable housing. And so I want you to recognize that on east Riverside especially October 17th, 2019. Again, council actually up zoned and so I want you to recognize that you're not following the uprooted report. And it was Heather wade, the lawyer from the university of Texas at Austin that actually put forth a document October 23rd that mentions that. >> Thank you. >> I'll gladly answer them at this time. >> Thank you very much, ma'am.
