Members, I will now call to order the meeting of the board of directors of the Austin
[2:05:08 PM]
of directors of the Austin housing finance corporation, and I'll recognize staff. >> Good afternoon. Mayor, city council. My name is Mandy Demayo. I'm the treasurer of the Austin housing finance corporation. >> One second, Mr. Mayor. >> Folks, if you're in the council chambers and your last name is not Demayo, you shouldn't be talking. Thank you. >> We'll try it again. Mandy Demayo, treasurer, Austin housing finance corporation. You have two items on today's agenda. The first item is authorizing ahc to move forward with the acquisition of a 64 unit apartment complex in north Austin, d4, known as cielo at north domain, this authorizes us to invest $1.625 million in partnership with affordable central Texas. In this acquisition. Then the second item is a contract for consulting services with guidehouse, inc, and this contract is $447,780. And the contract is to assist staff with underwriting program guidelines,
[2:06:11 PM]
underwriting program guidelines, underwriting guidelines, related to our housing development assistance programs. I offer these on consent. I'm happy to take questions. Members. >> What I'm going to do because there's an amendment being proposed on item number two is I'm going to take them up separately, although we'll be able to move through them pretty quickly. Does anybody have any questions of miss Demayo? All right. In that case, let's take up, hfc one members. I have filed the documents to recuse myself on this item, I will not be voting on this item and recuse myself prior to my being mayor, I invested money with the Austin housing conservancy, which is one of the parties that's involved in this, deal. So I will not be voting on that, let me entertain, but I will entertain a motion by council member. I mean board member Ryan alter, seconded by board member qadri to approve item number
[2:07:11 PM]
qadri to approve item number one. Is there anyone signed up to speak on item number one? >> No, mayor. >> There's no one signed up to speak. Is there any discussion? All right, without objection. Item number one is adopted. That will take us to with with the mayor recusing himself from a vote on item number one, item number two, I'll entertain a motion and then we will consider an amendment. Motion is made by, board member Ryan alter to approve item number two. It's seconded by board member Vella, the chair will now recognize board member alter for a proposed motion to amend. >> Thank you very much. I have a motion for direction that I'll speak to if I get a second. >> Is there a second? Second by councilmember Ellis? You're recognized. >> Thank you very much. And just real briefly, this is adding direction that as we look at these guidelines to our roadway program for them to consider for, eviction prevention
[2:08:12 PM]
for, eviction prevention policies, data collection and sharing, as well as looking at our fees to, potentially have those wrapped in when we're calculating rent so that we don't have, you know, this explosion of fees outside of our, mfi rents, as well as just looking at how we might solicit permanent supportive housing projects, looking at the capital and the services together for instead of kind of the issue, we found ourselves with some of our future projects. And with that, I move adoption of motion number one. Oh, I already did that board member Ryan alter moves. >> Adoption of motion one. Number. Motion to amend number one. Is there a second? Seconded by member vela. Is there any discussion on the. Apparently staff has discussion. >> Yeah. May I interject? I haven't seen I don't know if there are changes to the motion that I received. I think it was posted on the message board yesterday, we had spoken with your staff. We had some concerns about the wording of the introductory language about
[2:09:12 PM]
introductory language about incorporating this, these very specific items in the scope of work, because the scope of work is already finalized. Many of these things, I want to be clear , many of these things are work that we are currently undertaking and will undertake in concert with the guidehouse work, but may in fact be outside the letter of the scope of work and one of the items. Data collection and sharing is kind of a third companion piece. A third phase, of our contemplated consulting work with guidehouse. So again, not in the scope of work. If there we are happy to take direction. These are all items that we certainly support and are currently undertaking. >> Got it. Well, I didn't know about that, I'm happy to strike in the consulting scope of work or if I can amend my amendment. I hate to do that on the fly here, but, I hate for you to do that on the fly. >>
[2:10:13 PM]
>> >> If we could just, strike the scope of work language and direct the city manager, to consider the following as part of the housing development assistance programs. >> All right, well, I apologize, colleagues, apologies for the wordsmithing on the fly. I am going to move to amend my. >> Well, hang hang, hang on, hang on, hang on, hang on, I want to get the language before we take a motion. The city manager, the language as I understand it. And Mr. Mayor, make sure we get this right. It would read the city manager's directed to consider the following as threshold required. Butts. Yep >> Or incentivized element. >> That's fine. Yeah. >> That's fine, members, we really shouldn't do this, but, I'll do it so we can move forward, councilmember Ryan alter moves to amend his amendment so that it reads in the second paragraph, the city manager is directed, to consider
[2:11:13 PM]
manager is directed, to consider the following as threshold requirements and then goes forward, it's second. I'll second the motion to amend. Is there any objection to the motion to amend the amendment? >> Yes. >> Mayor pro tem, I just want to make sure that the piece that miss Demayo said to be sure to eliminate was also eliminated in what you were. >> Well, she thinks so. >> The scope of work. >> Right. >> That was the main concern. >> The key. >> The key was taking out the scope of work. >> Correct. >> Thank you, thank you, thank you. >> Is there any objection? Without objection, the motion to amend the amendment is adopted. That will take us back to the motion to amend. Is there objection to the motion to amend , as amended, being no objection ? The motion to amend is adopted. That will take us back to item number two, as amended. The motion is to adopt it as amended. Is there any objection? Without objection, item number two is adopted, as amended, members, those are all the matters to come before the Austin housing finance
