Austin OKs Senior Housing Loan Over Protest

Thursday, April 23, 2026 Austin Housing Finance Corporation

Here's a summary of what the Austin Housing Finance Corporation (AHFC) board did at its April 23, 2026 meeting:

  • The AHFC board, which oversees housing initiatives for the city, approved its entire consent agenda for the meeting.
  • A major action was the approval of an amended loan agreement for the La Vista de Lopez LP project, increasing the total AHFC contribution to over $6.23 million. This loan supports a 27-unit multifamily rental development for seniors at 809 East 9th Street, using funds from the Homestead Preservation District.
  • During public comment, resident Zenobia Joseph voiced strong opposition to the La Vista de Lopez project. She questioned its high cost per unit (estimating it at $734,000 per unit for 27 units) and whether it was truly cost-effective for providing senior housing.
  • Ms. Joseph also raised concerns about equity, citing poor public transportation access for seniors in other parts of Austin and arguing the project's high cost and limited deeply affordable units (8 units at 30% area median income, 19 at 50%) could be discriminatory and violate fair housing principles. She asked the board to postpone the vote.
  • Despite these significant public concerns, the AHFC board unanimously approved the consent agenda, including the La Vista de Lopez loan, without further discussion or recorded vote count beyond "without objection." It was noted that Council Members Harper-Madison, the Mayor, and Council Member Laine were not present for this vote.

For the official record of actions of the meeting, please refer to the Approved Minutes. [2:59:52 PM] So we are in recess and I will now call to order the board of directors meeting of the Austin housing finance corporation, and we have a quorum of the board of directors of the Austin housing finance corporation present with. And. And I will turn to. By the way, we're meeting. It's on April 23rd, 2026 at 3:00 pm, and we are meeting in city council chambers located in city hall at 301 west second street, and we will recognize our professional staff to talk to the board of directors. >> Good afternoon y'all. I am Nicole Joslyn. I'm the housing [3:00:53 PM] and community development officer for Austin housing. I'm here to present the agenda for the a board meeting today. We have two items on consent. The first item is to approve the minutes for the previous board of directors meetings for March 12th, March 26th and April 9th. Item number two is to authorize a amended loan agreement with the la vista de Lopez lp in an amount not to exceed $1.16055 million for a total loan amount, not to exceed $6,233,365 for multifamily rental development. Known as la vista de Lopez, located at 809 east ninth street, this loan is utilizing homestead preservation district tax increment reinvestment zone funds, and it is located in district one. And that is all we have on the agenda today. [3:01:54 PM] >> Thank you very much. Clerk. Do we have any speakers? >> Yes, we have one speaker on item hfc002 Zenobia Joseph. >> Welcome, Mr. Joseph. >> Thank you, mayor pro tem members, I'm Zenobia Joseph. My comments are specifically related to the $1 million request. The actual application says project connect and specifies plaza saltillo in lieu. I just think that this particular project is a bit deceptive. If I'm correct, I think it's ten stories, 27 units, $20 million total. That's about $734,000 per unit. If it's only 27 units, maybe the staff can clarify. There was a discussion. June 10th, [3:02:54 PM] 2025, community development commission, where Mandy Demayo actually mentioned the hud funding about $3 million. It is, however, unclear why we would spend that much money on one unit. I just want to make you aware this is 27 units for the senior citizens, and the senior citizens in northeast Austin specifically do not have transportation on Braker Laine. 392 is eliminated to collinwood. And so my comments are always in the context of title six of the civil rights act of 1964, which prohibits discrimination based on race, color, or national origin. I would call to your attention that Harris branch senior living. It's about two miles to walk on dessau to the nearest bus stop, and so I'm having some difficulty understanding how you could invest $734,000 in one unit per elder, and it's about a mile walk from the wells branch, Merrill town as well. And so it's an equitable, it's discriminatory. And it also would violate the fair [3:03:55 PM] housing act of 1968. So if you could just seek clarification on the funding mechanism, it started at 16 million. It's only about eight affordable units at 30% area median income. And then there are 19 total for 50% area median income or median family income. It just seems a bit excessive. And I would ask you to table the item and recognize that it's not cost effective. If you have any questions, I'll gladly answer them at this time. >> Thank you, miss Joseph. You're welcome. No other speakers. >> That concludes our speakers. >> Thank you. Then with the can iafca Austin housing finance corporation. The consent agenda would include the approval of the minutes and approval of item two. Is there a motion, a motion from council member alter. Second from council member Velasquez. Any objections then? Without objection, the consent agenda is approved. Going back to. [3:04:56 PM] Then actually, we will adjourn. Yes. All right then. >> Sorry. Do you have to list folks who are off the dais? >> Thank you for the reminder with council member harper-madison absent and the mayor off the dais and council member Laine off the dais. Let the record reflect that on the consent agenda vote, those three members were not present for the vote. And with that vote, then we will adjourn the meeting of the Austin housing finance corporation and we will return to the meeting of the Austin city council clerk.
