Austin Boosts Homeless Rental Aid Funding
Here's a summary of what the Austin Housing Finance Corporation Board actually did at this meeting:
Approved a Major Funding Increase for Homeless Rental Assistance:
The Board voted to significantly boost funding for a program that provides rental assistance to Austinites experiencing homelessness. An agreement with the Housing Authority of the City of Austin (HACA) was amended to add $1.4 million, bringing the total contract amount to nearly $2.84 million.Passed Unanimously as Part of Consent Agenda:
Both items on the agenda, including the rental assistance funding increase and the approval of previous meeting minutes, were passed together "without objection" as part of the board's consent agenda.Public Calls for Veteran Housing Focus:
During public comment, one resident urged the board to prioritize dedicated housing vouchers and updated policies for homeless veterans, criticizing the current approach and the lack of specific earmarks for veterans in the city's housing strategy.Question Raised on Agenda Transparency:
A resident also voiced concerns about how clearly the rental assistance item was posted on the meeting agenda, suggesting it might not have fully met Texas Open Meetings Act standards, though this did not affect the vote.No Controversial Delays or Rejections:
All proposed items passed as presented. There were no postponements, tabled motions, or failed votes at this meeting.

>> And I will call to order the board of directors meeting of the Austin housing finance corporation at 12:46 P.M. We have a quorum present of the directors. We are meeting in the city hall of city council chambers, located at 301 west second street in Austin, Texas on may 28th, 2026. There are two items on the agenda and I'll turn to our staff. >> Good afternoon everyone. >> I am Nicole Joslyn. I'm the housing and community development officer for Austin housing. I am here to present the two items we have offered on consent for the hfc board meeting today. The first item
[12:47:16 PM]
is to approve the minutes of the Austin housing finance corporation board of directors meeting on may 7th, 2026, and the second item is to authorize negotiation and execution of an amendment to the agreement with the housing authority of the city of Austin to fund and administer the tenant based rental assistance program. This program provides housing opportunities through subsidies to individuals and families experiencing homelessness. This item increases the amount of the contract by $1,419,448 for a revised total contract amount, not to exceed $2,838,896. The funding for this item is available in the fy 2627 operating budget of hfc, and is contingent upon the home investment partnership program. >> Members, do you have any questions of staff? Please call on our. Speaker. >> I have one speaker for item two. Zenobia Joseph.
[12:48:31 PM]
>> Thank you, mayor. Council. I'm Zenobia Joseph, mayor, I just want to remind you that the only place that this item was posted was 66 on the agenda. Once again, I just want to remind you of the Texas open meetings act 141551.141 action voidable and would ask you to post these agenda items appropriately. I just want to call your attention as relates to the vouchers, specifically, during the may 21st, 2026 meeting, hakka mentioned that they have not given out any new vouchers except for people who are experiencing homelessness. They have some project based vouchers. I want you to recognize the need to actually earmark some of these vouchers for veterans. The property actually has 50% of some vouchers set aside for safe alliance, and Austin public health actually privileges women and their children as well. Director Stephanie hayden-howard may 8th, 2025. I
[12:49:31 PM]
gave her the update from hud 2024. Specifically, it says that case management, the va, in consultation with the veteran, is responsible for determining if case management is required as it relates to your policies. You have not updated any of the policies. You passed the homeless strategy strategic plan without any reference to veterans. I want you to recognize that this is home funding and specifically that information was not available on may 12th when this item went before the community development commission. I want to thank the police officer, Austin police department, who actually didn't give me a ticket when I was at Gus Garcia. They had a raid over there and the ems was there, and he he could have ticketed all of us. But he said instead, give us a call if you need us, because somebody was actually stabbing people that night. And so I want you to recognize that you are leaving veterans on the street unnecessarily. And because of that incident now, I paid over
[12:50:31 PM]
$10,000 and would ask you to refund me. If you have any questions, I'll gladly answer them at this time. >> Thank you very much, miss Joseph. >> Welcome, members. >> That concludes all the people that signed up to speak at the board, to the board of directors of the Austin housing finance corporation on.
