We are meeting in the city council chambers, which are located in Austin city hall at 301 west second street in Austin, Texas. It's July 23rd, 2026, and I'll recognize staff. >> Good morning, council and hfc board members. I am Nicole Joslin. I'm the housing and community development officer for Austin housing. >> I'm here one second, one second. Please go ahead. >> No worries. I'm here to present the agenda for today's hfc board meeting. We have two items offered on consent. The first item is to approve the minutes of the hfc board meeting for may 28th, 2026. And the second item is to authorize hfc acquisition of the property located at 4800 bowman road. This will be an acquisition from the city of Austin to hfc [11:13:04 AM] in an amount not to exceed $3.95 million. Utilizing 2022 gio bonds. And that is all we have today. >> Thank you. Members. Let me first ask if anybody has any questions of staff. All right. In that case, I'll go to the city clerk for speakers. >> We have one. Speaker, item two Zenobia Joseph. >> Thank you, mayor. Council. I'm Zenobia Joseph speaking in opposition to item two, I want to remind you that 4800 bomb road. You passed a resolution. April 13th, 2023. May 13th, 1999, the city council voted unanimously to initiate condemnation proceedings. This is a brownfield site and you [11:14:04 AM] are putting exclusively individuals who earn 60% area median income. And below here, I want you to understand the reason it was condemned is because of environmental racism. Your own resolution specifies a 1928 plan. I want you to remember specifically, the city manager says you read the newspaper. There was an article in the statesman back in may of 2023 that quoted Velasquez. But when this item came before council, he said nothing. So maybe as a birthday present to your constituents, you can persuade the rest of council not to put black and brown people in this environmental zone. I want you to recognize that you also go on to talk about the disproportionately industrial zoning for people who are minorities in east Austin, but yet you believe that prioritizing this site [11:15:05 AM] specifically for minorities is where they should go. I want to remind you that in 2020, your minority chambers report specified that African Americans earned about $42,000, hispanics about $50,000. So you're excluding white people because they generally earn 80% area median income and above. So, mayor, if you want us to think differently about the decisions that you make, then please don't put hispanics and African Americans in an industrial zone. That's what you did at the marshaling yard. That's what you're doing here. The children will eat the dirt. There's nothing in backup that tells you about the Texas commission on environmental quality and the work that they did to clear or not clear this site. So to council member Velasquez, what is the update from tce? Q surely you care enough about your people not to put the children in the dirt that's contaminated, not to put the people who look like you in [11:16:06 AM] contamination is disingenuous. Find a place west of loop one to put some black and brown people. I want to remind you of the smart ordinance. Safe, mixed income, accessible, reasonably priced, transit oriented. This is not it, mayor. I'm incensed that you would still put black people in the industrial zone and think that that's okay. >> That's all speakers, mayor members. >> Those are all the speakers who signed up to speak on the consent agenda for the Austin housing finance corporation.
